They cost 1 gold per bonus roll. When you set up a game, it provides the option to use them or not. It looks like it is set to use them by default. At least in a game of pig I started, I rolled a 1 and was asked if I wanted to use a bonus roll. Note you are not asked if you play a game that is a rematch against a previous opponent. You must create the game fresh or your opponent must do the same. I also have not found a way to say yes or no on the screen; it is not an option you can toggle on or off.
