Since I don't live in the UK, you will need to do some checking. I would look at the new Google Maps app, which is quite VoiceOver usable. It will give you good turn by turn directions. It is free, so you could then buy Blind Square which will give you information about intersections. You can filter the announcements so it only announces intersections and not all the businesses you are walking by. It seems to me that some UK residents have use Blind Square successfully. It is $19.99 in the U.S., so your 25 pounds will cover it and more.
