It's easy enough to look up, but Talking Goggles is not from Google. It's from Sparkling Apps. Even if it were, this would not explain anything. Google is perfectly capable of making an app accessible, and has done so in many cases. They also have an accessibility team and respond to accessibility requests, e.g. Google Maps is now completely accessible. Google is not the problem and even if an app were from Google and it wasn't accessible people should still report problems to Google and not just assume that it's pointless. Neither Google nor any company can fix an issue they don't know about.
