I believe that app was pulled from the app store. But, if you search the archives of this list I suspect you will find the name of it and whether I'm remembering correctly about it being pulled.
You could also search the app store for terms like Bluetooth off, or Bluetooth on/off, etc. If you have a device that supports Siri, it sounds like iOS 7 will allow Siri to do this for you.
