There have been several apps, but they don't usually last very long because Apple does not allow developers to include this functionality. I did grab one a couple of years ago before it was pulled from the app store and it does work very well, but I checked a week or so ago when this came up and it's no longer in the app store. In any case, just wait a few more weeks, when iOS 7 comes out you can turn Bluetooth on and off either via the new Control Center (instead of touching the status bar and swiping down with 3 fingers to bring up notification centre, you touch status bar and swipe up with 3 fingers). From what I heard on the Today in iOS Podcast you can evben bring up the Control Centre from the lock screen. The other method is to use SIRI, in iOS 7 you can tell SIRI things like "Turn Bluetooth off" or "Turn Airplane mode on" or "Turn WiFi off" etc. It is currently assumed that Apple will have their event to announce the new iPhone or iPhones on Tuesday, September 10 which would only be 3 weeks from next Tuesday. Then the phones will be available to ship most likely on Friday, September 13 or a week later on September 20. Typically iOS 7 will be released at some point after the announcement and before the new phones start shipping, in other words, probably 4 or 5 weeks from now at the latest.
