Battery Doctor is accessible. It does show you how much the different features and programs consume. You can't turn these services off through Battery Doctor because of Apple's restrictions, but you can do so through settings. It can keep a history of your battery life, but you have to have it open when you charge your battery. Ninety percent of the time, I don't remember to do that so that part is pretty useless.
