I have always been able to sync my playlists for offline use by double tapping edit when in the playlist view and then double tapping on download for each playlist/folder you want to make available for offline listening. In recent versions of Spotify there is even a toggle button labeled "Available offline". Switching this to on by double tapping it will sync the entire playlist to allow for offline listening.
