If you refer to the fact that after you plug in the cable it takes some time for the iPod to come back on then this is normal behavior. If you run your iPod battery down to the point where it shuts off then it can take up to 5 minutes for the iPod to come back on, 2 to 3 minutes is more likely, but it's not like you plug it in and it immediately boots up. Every iDevice behaves like that. It is not good for the battery to get run down until it shuts down. It is much better to plug your iPod in when you are between 40% and 20%, at least when you get the 10% low battery warning you should plug it in and your battery will last longer if you charge it more frequently and maybe run it all the way down only once every month or two.
