Sounds like some kind of glitch. What I would do, is remove the app from my phone, go back to the App Store and download it again. Once you download it it will say you need to download a voice, do that, and it should work.
When I heard about the problems this app was having with iOS 7, I remove the app completely from my phone. I went back to the App Store and download it again. It is working fine on my phone.
