Hi Pablo, I think this is something you should report to Apple Accessibility. The difference is that in iOS 7 if you are playing music or another audio source like Audible or Downcast, you have playback controls on the lock screen. In iOS 6 you had to double press the home key to bring up the playback controls so all you had on the regular lock screen was the time, date and battery status.
I am pretty sure if enough people send an email to [email protected] and explain that it was a nice feature to have the time announced when you bring up the lock screen by pressing home or power that apple could make it so Voiceover will once again do this. For now it's not going to happen, at least not unless accidently and you just have to touch near the top of the screen to find the time. I agree that it would be nice if Voiceover did this again consistently and I'll write an email to that end as well.
