Hi Chris, First of all, there was no Action menu for the app switcher before iOS 7. In apps like mail where there was, the action rotor was always automatically selected in iOS 6 as well unless you changed it manually. I just set my rotor to words and then opened the phone app and Contacts tab where the search edit field is at the top and the rotor stayed on words, Voiceover said just as before in iOS 6 "Search field, editing, word mode". If I change the rotor to something else like Containers or Volume and go into an edit field then it does appear it defaults to Characters although it does not say so. I am actually not sure how that was in iOS 6. Now, don't get me wrong, I am not saying there aren't improvements in iOS 7, I think iOS 7 is awesome and while it hasn't turned my iPhone into Captain Kirk's Communicator or Scottie's Tricorder,. However, I still hold by what I said before which was the iOS 7 is definitely the most polished version of iOS with respect to accessibility, it has some very cool new features and most likely it has the least amount of serious bugs in a first release.

What I mean is this. 1. Go to a text field and double tap to edit. Note how you can just flick character by character without using the rotor to turn to characters as with the case sometimes with iOS 6 and earlier. 2. Now go to the app switcher and watch how VoiceOver magically changes the rotor to action without you doing a thing. This behaviour was inconsistent in iOS 6. Any comments welcome.
