In addition to Anita's instruction to get to Spotlight Search with a 3-finger swipe down from any app on any home screen, you can also perform the pass-through gesture (a double tap and hold with one finger) and then flick down immediately after you hear the triple tone the double tap and hold generates. Just make sure you do this very quickly, if you double tap and hold too long before flicking down you enter moving apps mode.
