You don't have to pay to listen to iTunes radio. If you have subscribed to iTunes match, you don't have to hear advertisements. I imagine that the price you saw related to a specific song that was playing. Click that, and you buy the song directly from iTunes. One could spend a lot of money very easily with those buy buttons right on the same screen and no need even to click over to a store page to do the deal.
