Larry - Some of your problems may depend on how you have your mail configured in Outlook 2010. Are you using Imap or POP? I guess I better wait to comment further until I verify that all my stuff is syncing after the update to iOS7. I'm not sure whether there may be an iCloud update available as well. I probably should have just waited to respond until I had done some of these things. Was everything working with iOS6?
