Yes there are three apps per line with 9 apps per page but inside a folder you can have a lot more apps as other pages are created inside each folder. So only 9 apps per page inside a folder is correct. But say you have 81 apps inside 1 folder, it would create 9 full pages of apps just inside that one foler.

I'm going to upgrade to iOS 7 tonight, but I'm curious how you kept your app structure the same. Maybe I have misunderstood, but I thought there were only 3 apps per line now instead of 4, so there would be fewer apps per page.

After sorting out my problems with the iTunes transfer of my apps, I'm happy
to report that I successfully installed IOS7. It was incredibly easy! It
took about 8 minutes for iTunes to download the upgrade. It then took about
20 minutes to install, and in about 30 minutes total time I had IOS7
running. I gotta say, the first thing I noticed was some of the different
sounds used for clicks have changed; they sound a bit cheap to me. Memories
of Pacman pop into my head when I'm in the settings menu. <Smile>. One thing
I'm really grateful for is that my apps and folder structure was maintained
throughout the process. I was definitely not looking forward to rearranging
apps and folders. This upgrade was so painless that I'm still not sure I
actually completed this task, but when I looked in Settings/general/About,
it states "version 7.0."

 For the few out there who have not upgraded, the following is the very
useful information I used to complete the process. It really helped to first
make sure all of my apps were updated as the update process did not have to
go through this step as stated in the article.

Don't forget, the first major step is to install iTunes 11.1 as it will
automatically prompt you to install IOS7.
