Yes, wifi takes presedence over cellular, cellular is the fallback if no wifi.

Since the books are usually just over 100M, I'd assume you'd use
over 100M per book of your data
limit to download them over cellular data. If you're using wifi,
none of this should be counted
against your cellular data limit. By default the BARD app will only
download books via wifi.
You can chage this in your account settings on the BARD app.
