When I upgraded to IOS 7, it did default to the HQ voice for me. I wasn't paying too close attention, and it might have been using the compact voice until the HQ voice had a chance to download. I was using the HQ voice before too long though, and when I went into the Languages and Dialects settings, enhanced was already on and the use compact voice option was off in my VO settings.
