could I ad another guess?

if the 5s went  on sale last Thursday or when ever it was. They must have been 
manufactured some time ago and then shipped around the world. In this time 
there might have been changes made to IOS7 in the meantime. Those of us who 
have earlier models got the latest software when IOS7 came out.
So Apple would have to release an update for the 5S. to bring it up-to-date
Just another point of view.
