It is not a bug. Although only nine apps can be listed on a page I believe the number of pages is somewhere over 14.

I'm wondering if this is a bug and if it's been reportedd or if others
are having this issue.... forgive me if this has been mentioned
already.

Folders now have 9 apps per page and multiplle pages, I understand
this.  But when I open a folder, say with 15 apps, what VO reads for
me is the first line of 3 apps, plus the 4th app which is on the 2nd
page (not visible or available if I were to explore by touching the
screen) and then it moves on to the 2nd line of 3 apps, plus the first
app of line 2 on page 2, and then the same for line 3, so a total of
12 items are read.  This shouldn't b happening, it should just read
the 9 visible apps in my opinion., otherwise it makes it difficuult to
find an app if you're not sure on which page it will be displayed.
Are others having this issue?  I'm on an iPad mini if that makes a
difference.
