Yes, I have the very same problem on my 4s running ios7. I talked about it under the subject line of vo jumping around or something like that. Not surprised you missed it with the amount of email that's been coming through the past few days.
I think it's a symptom of vo losing focus, but can't say for sure. As you said, it's annoying but not a deal breaker.
