Hi Kimber, The Dictate button is still there on my 4S where is always has been, just to the left of the spacebar when the virtual keyboard is visible. If you touch an edit field and hear Voiceover saying, for example, ""Search field, is editing, character mode", do a 2-finger double tap at this point and you should hear the tone to indicate that Dictation is listening. When you are done speaking do a 2-finger double tap again to stop dictation and insert the text.
I find the increased screen sensitivity has it's bad moments, but one thing I find is that using the 2-finger double tap to start and stop dictation when I'm in an edit field or also to answer and hang up calls is a lot more reliable for me and somehow seems to be faster and more snappy.
