Katey gave you the correct advice. The current behavior is that if you touch
the text field your cursor position is moved to wherever it is you are
touching. I observed this behavior even before iOS 7 when typing a chat
message in Skype where it would do the same thing. This takes some getting
used to and I can't decide yet if there is an advantage to this, but I think
there might be. The point is that before if you, for example, wrote a long
email and you wanted to make a correction or insert/delete some text in the
middle, you had to get there by setting the rotor to lines or words and then
swiping down until you got there. Then you could make a correction, insert
or delete something, but if you switched out of there and wanted to go back
you had to do this all over again.

I think this way you could actually find your place in the text by dragging
your finger around, I have to test this out some more because it could
simply be a bug which needs to be fixed.

Anyhow, the answer is as Katey said to touch something outside the text
field and to then swipe into it from the left or the right in which case
Voiceover will read the entire text.

What I do to read what I've written in a text message is I put VO focus on
the send button and then swipe to the left.  Then it will read the entire
tesxt message.
