I have a 4S and all my tones seem to be intact.

I have tried since I upgraded to ios7 to assign several unique tones to ontacts. They seem to work, then they go back to the default. It makes absolutely no sense. I just got a text message from someone, and created a contact for them, and gave them their own unique sms message tone. It stuck for about 10 minutes then went back to default.
