You are correct in saying that Voiceover doesn't say "selected" if you double tap on a folder. However, I just tried this with one of my folders in my business exchange account which is through Office 365. I double tapped the folder and even though it did not say selected, I tapped on Done anyways and now the folder was in the list where I could now reorder it. I tapped Done again and I was out of Edit mode and the folder was there. In this case the folder I chose is called "Frank Mcdonald" and Voiceover says "Frank McDonald, Outdoor Essentials" where Outdoor Essentials is the name of my business and also the title I gave my Exchange account when I set it up.
