Hi Scott, You might want to do a complete factory restore then and set up your phone as a new phone. I know this is a bit of work and takes an hour or 2 depending on what you all have on your phone, but I have been running iOS 7 on my 4S for almost 6 weeks now starting in mid August with Beta 5 and it's a good experience. The only thing where I notice it is just ever so slightly slower is when I say reboot my phone and open an app for the first time. Here it might take an extra second or 2, but I experience no sluggishness whatsoever when I am typing, when I do things lie bring up Notification or Control Center, swipe or move my finger around the screen etc.
I have a friend who granted is not a Voiceover user and who has an iPhone 4 and he says he finds iOS 7 runs faster and better on his 4 than iOS 6 did.
