When you go to use the dictionary for the first time in iOS 7 to  define a word 
you will find that voiceover will say no definition found. When you get that 
message, flick to the right and you will find a button that says manage. Double 
tap on that and you'll be presented with a list of dictionaries from which you 
can choose. Choose a dictionary and from then on that will be the default 
dictionary that your iPhone uses. The definitions will come up properly then.
