I'm still getting the phonetic announcements in IOS 7 when reading character by character, so I don't think this was a change by Apple. I'd check the setting Teresa points out, and I wouldn't jump to the conclusion that everything is a change by Apple just for changes sake.

quite pissed that so many things have been changed in IOS7 and it sure would be 
nice if apple was more user friendly and allowed users to roll their phones 
back.
