Hi, 

I have the Australian and UK voices enabled in VoiceDream and they are both HQ. 
I think it uses the voice that is on your phone, and since I use both of these 
voices for VoiceOver, I had already set them to HQ. 

If the voices don't update themselves, You may have to do it manually through 
the accessibility settings.
