There was a bug in IOS 7.0 and IOS 7.0.1 where someone could get past
your pass code screen and access some of the data on your phone without
ever entering your pass code. So, if you set a pass code to protect the
data on your phone, this bug would keep that pass code from actually
securing your phone and it's data. In IOS 7.0.2, this bug was fixed, so
now someone would have to enter your pass code to get at your photos and
other data on your phone. Unless you were breaking into people's phones
with this bug, you won't notice any difference in behavior on your
iPhone, but you'll sleep better at night knowing that your iPhone and
it's data is now more secure.

you don't need to unlock your phone with a passcode.

I think it just means that you can turn on or off your passcode. Well
