Moving apps is the same process, but it's a bit more difficult because of the increased sensitivity of the touch screen. If, for example, you want to move an app from screen 1 to screen 2, it's very easy to end up on screen 3 or 4 (depending on how many you have). I suggest you report this somewhat inconsistent and erratic behavior to [email protected] so Apple can hopefully get it fixed in a future update to iOS 7. However, it is not impossible to move an app into a folder, just a bit more finicky.
