I also wrote apple accessibility on this last night and it appears this is a 
known issue with the 4s, here's the reply I got:

It's a known issue, now.  We've had several similar reports from iPhone 4s 
users, and the matter is currently being investigated by the appropriate 
resources.




Unfortunately, we cannot say when or how the matter may be addressed, but we've 
added your incident to the report.




We apologize for the inconvenience.




One customer affected by this behavior has reported that a reset of the iPhone 
4s fixed the problem.  It is not clear whether a simple power down, power up, 
or a power-on reset, or a configuration reset from a€œSettings: General: 
Reseta€ .




We hope that this may prove helpful to you.  Again, thanks for reporting the 
issue.

another question I have for you guys on the list when you go into settings, 
general and reset what does the regular reset settings all reset? I hear it 
only does settings you've changed and wy-fy passwords, is this all?
