Correct, in other words, Facetime audio only works with two iOS 7
devices. Otherwise, I believe video is the only option.

Hi, face time calls are clearer. Also, if you are at home and you have
limited minutes you can face time all you want on your wi-fi from home and
it doesn't use up minutes or data. If on the other hand you have unlimited
minutes, then it may not matter as much, but again, usually face time calls
are clearer.
