This is due to the agreements Apple has been able to make with the music 
companies, and the Digital Millennium Copyright Act in the US. If you use 
iTunes Match, you'll get more skips per hour than if you don't, but contrary to 
the conventional wisdom before iTunes Radio's release, you don't get unlimited 
skips. Subscribing to iTunes Match also makes iTunes Radio ad free.
