Hi Kerry, When you restore from a backup your apps are not actually restored to your phone. What is restored is the settings and home screen layout and this means the phone knows these apps should be on the phone and they show, but after the restore finishes it is best to leave your phone plugged in and make sure it's connected to WiFi since all the apps will redownload from the app store. As time goes by you can check and you should see the "0% Waiting" or whatever disappear on those apps which have finished downloading. If you have 84 apps this could take a few hours depending on how big they are and how fast your connection is.
