Hi Neal, Siri just used to use the Samantha TTS. Now it uses a new one that's proprietary to Siri, but in either case, it's TTS. Susan Bennett actually confirmed this in the article you linked to on the list, where she mentioned the recordings were made back in 2005. In the UK and other English markets, Siri continues to use the same Nuance voices available to VoiceOver which is what Siri used to do in the US in previous iOS versions.
