I'm not saying Apple won't make some changes to the IOS 7 interface, but I doubt they'll retreat from it entirely. IOS has gotten quite a few complaints recently for having such a dated look and feel, a look and feel that hasn't changed much in over five years. They specifically hired someone to lead up their interface design team and give IOS a flatter look and feel to it, more in line with where Android and other mobile interfaces are going. I doubt they'd make such a change and investment if they weren't committed to it.

Also, just like with any change, there will be some loud detractors who don't like the new interface. This may just be a loud minority though, and may not represent the opinions of most iPhone users. I'm sure Apple is looking at all of the data, and like I said, I'm sure they'll make some changes, maybe some additional configuration options, but I doubt they'll just roll the interface back to IOS 6.

Finally, upgrading IOS on your phone doesn't cost anything, and Apple goes out of it's way to ensure older models are still supported. In this way, Apple does more than most companies in keeping people from having to upgrade every year.
