Hi all, Apple is aware of the problem, but right now they are working on the more critical things such as iCloud and data loss.
To get the volume above 35% go to reset all settings, which is under general. Select reset all settings. This will reset your iPhone to the default factory settings. Tell Siri to turn on voice Over. Then your Voice Over volume will go above 35%. If you turn the volume down, you will have to go back into reset all settings and repeat the above steps. The person I talked to said that this problem usually is fixed in an update, so I think that is probably what will happen.
