I have an Apple Wireless keyboard and for the 2-finger double tap starts Dictation, at least in most cases. I think I once couldn't do that and I can't remember which app this was in, but in Messages, email, Skype and some other places where I tried it always worked even if my Bluetooth keyboard was connected the the virtual keyboard was hidden. Of course this is on a 4S, so I guess I will find out on Tuesday when my 5S arrives whether it is different.
