Hi, yes, here is how you can do this.
1. Use just one single Apple ID, let's say from the main person who pays
for the apps, ETC. That is what is signed into only the App Store on all
phones or iPads or whatever.
2. Each person who has an iDevice must have their own Apple ID, but not
signed into the App store, instead signed into iCloud, iMessage, and
Facetime. Once you do that, you can share apps with each other in the
family, yet each of you retains your own identity for iMessage and
Facetime and iCloud backups or other iCloud services.
