Yes, it will. iOS 7 runs very well on a 4S. Just make sure you take these steps before you install:
1. Do a backup either via iCloud or iTunes (should be logical) 2. Turn off Bluetooth. 3. Bring up the app switcher and force quit all apps. 4. Power down your phone completely, wait 30 seconds and turn it on again or, this is what Rob from the Today in iOS Podcast recommends instead of turning your phone off and on, go to Settings, General, Reset and tap Reset Network Settings. This will also reboot your phone, you will have to re-enter your WiFi password when it's back up. 5. Now do the install of iOS 7.02. 6. I even recommend that once it's done and the Voiceover is back that you once again completely power down the phone, wait 30 seconds and then power it on a final time before you start using iOS 7. Once that is done, the first thing I suggest you do is go to Settings, General, Accessibility and turn "On" Reduce Motion" towards the end of accessibility settings. There is not necessarily any proof that turning off Bluetooth will do anything, but it won't hurt and it's just good preventive maintenance to remove all apps from the app switcher and to at least power cycle your phone. If I install major updates on my PC I don't do it with 10 programs open either and while this is not exactly the same, it's still just a good idea. I have never had anything go wrong with an update by doing this and Rob says the same whereas other people sometimes run into all sorts of stuff and end up doing a full restore afterwards at some point if things don't seem right.
