I have read of others on lis that say the difference in numbers may be from some updates being for iOS 7 compatibility, and when you bring up the updates tab, it sees that you don't run iOS 7. So as a result you see a lower number. If true, I don't know if there is a good way to fix this, other than you updating to iOS 7 that is.
