You are using Windows, right? I suppose you could try downloading iOS 7.0.2 via direct link. Here is a Blog that collects these direct links from Apple: http://www.redmondpie.com/ios-7.0.2-download-for-iphone-5s-5-4s-4-ipad-ipod- touch-released/ Find the direct link for your model of iPad (if you look at the URL, you'll see that the links all come from Apple.com). Download the software and ensure that it has an .ipsw extension. Sometimes, Windows supplies another erroneous extension like .zip instead so be sure to rename if that's the case. Put the file in c:\users\username\AppData\roaming\Apple Computer\iTunes\iPad Software Updates. Now repeat the procedure of putting your iPad in recovery mode and try to restore the software again.
