Yes. When in a multiuser plan with multiple devices, i.e. two iPhones, it
is always best to have two separate iCloud accounts, and share an apple id
for the iTunes and App Store.

Just register a new Apple ID for either yourself or your wife, then go to
Settings, Messages and sign out and back in with the new Apple ID. Do the
same for Settings, Facetime and you should be able to use Facetime and
iMessage and still both send pictures to the Photostream as well as access
the apps you purchased with your shared Apple Id.

Subject: Family photostream

Dear listers

I was about to move my wife's phone over to a different Apple ID for iCloud
so that we could Facetime each other but I realise that doing that would
mean that we would no longer share photostream which would be a real shame.
Is there any way of having different iCloud accounts but sharing one
photostream? I know there are shared photostreams but that involves manually
moving photos into it that you want to share doesn't it?

Thanks, Robin.
