Hi,
I have the first gen of the mini runing iOS 7.
Personally, my experience has been great with the update. However, as i'm both 
visual and VO user, i can tell that VO takes a second or two to focus on 
things. For example, when you open an app, take 
Messages, often the app already open to the last message you were on almost 
instently, but it will take VO a second or two to announce that you on the 
message. I must admit, i have no experience Most o the issue has been report 
from some iPad user through this list or other list regarding VO performance on 
Safari or such. Yes, VO could take a second or two to focus on a webpage, but i 
think, it is the problem with the accessibility of the page itself, more so 
than of VO.
