I'd go to Settings -> General -> Accessibility -> VoiceOver On -> roter and add Volume to your rother options. Now you can twist the roter to volume and flick up or down to adjust your voiceOver volume independent of what you're listening to. This may help, but you may still not get your voiceOver volume loud enough.
