Right. Can you register as a new user with an old, no longer active AppleID. 
Just like registering it for the first time.

I think probably not since you have "changed" the ID so the first one no longer 
exists.
So all the purchases previously associated with that ID would now be associated 
with the new one.
It might be better to leave your ID alone, create a new one for her.
Then you log into the app store on her device under your ID, download the 
previous purchases, then sign out from the app store and sign her in so 
anything purchased from then on would be under her ID.
If she won't have a way to buy things on her own, you can always gift them to 
her with her ID.
I hope that makes sense.
