Sparkling Apps recently came out with an app called Voice to Voice which I believe does this. But, to me, it does not seem VO accessible. I've written them asking if they could try to make this VO accessible, but have not heard back. It wouldn't hurt for others to write them to ask if this app can be made accessible to VO.
