I've never heard of this gesture, and it doesn't do anything on my phone.
Maybe you're thinking of the three finger quadruple tap, which is used
to copy text into your clipboard. It doesn't paste text from your
clipboard though. It copies the last think VoiceOver said into your
clipboard.

This method won't work to paste text from your clipboard. Instead,
after double tapping in the edit field, twist the roter around to edit
and then flick up or down to get to paste and then double tap to paste
the text into your edit field.
