Hi Lisa, Strangely enough, this exact same thing happened to me about 2 days ago. I pressed the power button to check the time, I think, and then lost VoiceOver completely.
Nothing I did would bring VoiceOver back. I can't be certain, because it was in the middle of the night and I was extremely sleepy, but I think the phone was frozen, also. That is, no hand gestures worked and pressing the power button, again, did nothing. Finally, I reset the phone by pressing and holding the Home and Power buttons for about 12 seconds. When the phone restarted, VoiceOver was working normally.
