Right, if you haven't double tapped the Purchased button then you'll see
the header "Updates". If all of your apps are up to date, then you'll
just see sub headers with the date the apps in that section have been
updated. You won't have an update button next to apps that don't have an
update and you won't have an update all button if all of the apps are up
to date. You will have an open button next to those apps which are up to
date. Sorry my first message was a bit confusing. I didn't think enough
about the situation where all of your apps might already be up to date.

Sounds like you double tapped on the Purchased button. Does the header
on that page say "Purchased"? Do you have a button in the top left
corner that says "Updates, back button". If so, double tap on that.
You should then have an update button next to each app that has an
update to be installed as well as an update all button near the top of
the page. Down that page, you'll see heading like "Updated November 5"
and the list of apps that were updated on that day. This is how you
can find when an app was last updated.
You won't have the update buttons or the update all button if you have
automatic updates turned on though. In that case, the apps will be
updated automatically, and you'll just see the list of when your apps
were updates in the Updates page of the App Store.
